Our team is committed to engaging with the Rowlett community through online resources, direct mail, one-on-one calls, and series of personal and group meetings. Our hope is to keep neighbors informed and engaged as we shape an outstanding business solution for Rowlett in Lakeview Business District.
1. These reports are required post entitlements
2. City will not approve these plans or studies until the detailed site plan is approved, which goes through its own planning process.
3. Jackson Shaw wanted to make sure the community understands they did these studies in advance of any post entitlement process in order to alleviate community concerns and to reassure the community these studies have been done.
4. The final approval of the studies by the city will occur during the site plan review and approval process. The city did comment that the preliminary findings indicate there is no initial or additional impact to the built in environment.

Traffic Impact Analysis

Purpose:
Kimley-Horn and Associates, Inc. was retained by Jackson Shaw Co. to perform a traffic impact analysis (TIA) for the proposed Lakeview Business District development, located east of President George Bush Turnpike (PGBT) and north of Liberty Grove Road, in the City of Rowlett, Texas.
The purpose of this study is to address the traffic impacts of the Lakeview Business District on surrounding streets and intersections. This TIA was prepared based on criteria set forth by the City of Rowlett and TxDOT. The specific objectives of this study are to determine existing and future levels of service at the various study intersections and recommend any capacity or operational related improvements, if necessary.
Conclusions:
Overall Trip Generation:
The proposed development of Lakeview Business District will have 70% less traffic than the current by-right commercial zoning.
Internal Truck Queuing:
Based on coordination with City staff, concerns arose about possible future truck queueing along Merritt Road while trucks wait for entrance. A truck queueing analysis was performed to estimate the number of trucks entering the site within the peak times and compare that to the available internal queueing storage onsite.
Based on the results of the internal queueing analysis, the development is anticipated to provide adequate internal queueing storage north and south of Merritt Road during peak truck loading. Therefore, spillback queueing onto Merritt Road is not anticipated to occur.
Recommendations:
PGBT & Merritt Road Interchange: A signal warrant analysis was conducted at the interchange, which found that a traffic signal is warranted at Merritt Road in Existing conditions. It is recommended that a signal be installed at the interchange before Buildout of the Lakeview Business District development.
PGBT & Liberty Grove: A signal warrant analysis was conducted at the interchange, which found that a traffic signal is warranted at Liberty Grove Road in Existing conditions. It is recommended that a signal be installed at the interchange before buildout of the Lakeview Business District development is completed. The installation of a traffic signal is anticipated to improve the interchange at each intersection.

Operational Noise Modeling Report
Prepared by: Behrens Association Inc. | Date: February 11, 2022 | Revised: March 18, 2022
Purpose: Report will compare the predicted operational noise level impact at the adjacent properties with the Rowlett Texas Noise Code of Ordinances “Limiting Sound Levels”. The noise includes an ambient sound level survey conducted on and around the proposed complex site and the development of a noise impact model to determine the noise impact, if any generated by the complex operations.
Finding Revised: March 18, 2022 | Based on the noise assessment, the predicted sound levels generated by the Lakeview Business District operations will comply with the Rowlett Texas Code of Ordinances daytime and nighttime L10 and L90 “Limitations on environmental sound levels” at all receptors.
Based on the noise impact assessment, the noise level impact of the proposed Lakeview Business District development operations has no impact at the majority of the residential properties and has a less than perceptible impact at the remaining properties.

Testing Areas: Four locations were tested for 24 hours a day during this time period/ 15 receptor locations
